ChatGPT ads targeting now lets advertisers upload customer lists of emails and phone numbers, as long as at least 25,000 people match. OpenAI’s help center documents that list feature alongside conversation context, context hints, location and platform. Users can turn off ad personalization, but they still see ads based on the chat in front of them.
Two reports in mid-October put this in the news. 404 Media reported on October 15 how ChatGPT targets ads using prompts, phone numbers and email addresses. In the same week, The Information reported that OpenAI cut ad prices to court small and midsize advertisers. This post checks each ChatGPT ads targeting option against OpenAI’s own documentation, then covers what you need to start, how pricing works and what users control. It is written for nonprofit and association marketers. Facts are as of October 19, 2026.
The short version: ChatGPT ads targeting has five documented levers, and none of them are demographics. Custom audiences need 25,000 matched users to target, but any size list works for exclusions. You pay by impression or click, never by conversion, with a $25 daily minimum in US dollars. Paid ChatGPT plans see no ads, so part of any member list will never be reachable.
What OpenAI documents for ChatGPT ads targeting
We read OpenAI’s help center and developer docs for every ChatGPT ads targeting option. Here is what they confirm.
| Option | What it does | Limit or minimum |
|---|---|---|
| Conversation context | Matches ads to the context and intent of the current chat | Always on; not set by the advertiser |
| Context hints | Describes conversations, topics or keywords where your offer fits | Up to 2,000 per ad group |
| Location | Country, plus states, cities, markets and postal codes where available | Up to 2,500 location IDs |
| Platform | ChatGPT iOS app, Android app or web | Optional; defaults to all |
| Custom audiences | Include, exclude or adjust bids for people on your uploaded list | 25,000 matched users to include |
OpenAI’s Ads in ChatGPT basics page says ads are picked for "expected relevance and outcomes." The signals it lists are the current conversation, your landing page, title and copy, your context hints, and personalization signals when the user allows them.
The campaign targeting developer docs do not mention age, gender, interest categories, lookalike audiences or site retargeting. We found no OpenAI page that offers them. Treat any claim about those as unconfirmed.
Custom audiences: ChatGPT ads targeting with a customer list
This is the feature behind most of the October coverage. OpenAI’s custom audiences guide lists five identifier types:
- Email address
- Phone number, in E.164 format with the country code
- SHA-256 hashed email address
- SHA-256 hashed phone number
- Google Advertising ID (GAID), the identifier on Android phones
Files are CSV or TXT, up to 500 MB. A CSV can mix identifier types if each column has the right header. Processing usually takes 20 to 30 minutes. OpenAI says uploaded files are deleted after processing, usually within 24 hours.
The numbers that matter are the minimums. Including an audience, or adjusting bids for it, needs at least 25,000 matched users. OpenAI recommends 100,000. Lists under 25,000 matched users can still be used, but only to exclude people.
Matched is not the same as uploaded. Duplicates, bad values and people with no matching ChatGPT account all drop out. Ads Manager does not show which individuals matched, and you cannot pick specific people.
The guide also says to avoid custom audiences in campaigns aimed at the European Economic Area or Switzerland. Ads personalization is not available there yet.
How bid adjustments and exclusions work
Custom audiences do three jobs. Inclusion limits a campaign to people on at least one list. Exclusion stops delivery to people on a list. A bid adjustment raises or lowers your bid for list members while everyone else stays eligible.
Bid multipliers run from 0.1x to 10x at the ad group level. If someone is on several lists, the highest multiplier applies. If someone is on both an included and an excluded list, exclusion wins.
For associations, exclusion is the most useful piece. A join campaign can exclude current members with a list of any size. A conference campaign can exclude people who already registered. Neither needs the 25,000 floor.
Context hints: ChatGPT ads targeting by topic
Context hints are set per ad group. You describe the conversations, topics or keywords where your offer is relevant. OpenAI says hints "are not exact-match keywords and do not guarantee delivery in specific conversations."
That is the main difference between ChatGPT ads targeting and search ads. You do not bid on a query. You describe a topic, and ChatGPT decides whether a chat fits. A professional association might write hints around certification exams, continuing education credits or salary questions in its field.
The current conversation is always a signal. 404 Media’s reporting focused on this, saying its own tests showed ads tied to what users typed. OpenAI’s docs confirm the current chat’s context and intent are used. They do not say advertisers see the chat. OpenAI’s Ads in ChatGPT article says: "We do not share your conversations with ChatGPT with advertisers, and we never sell your data to advertisers."
The pixel and Conversions API
You need conversion tracking to run a Conversions campaign. OpenAI’s conversion-optimized campaigns page says you can use the JavaScript Pixel, the Conversions API, or both.
The campaign optimizes toward one standard event, such as a purchase, sign-up or lead. Custom events are not supported for this objective. You choose the event at setup, and you cannot change it later.
The conversion measurement page adds two details. The Pixel stores a click reference in a first-party cookie. Automatic advanced matching finds customer details in forms and hashes them in the browser before sending. If you send the same conversion through the Pixel and the API, use one event ID so OpenAI can remove the duplicate.
Views and Clicks campaigns do not need the Pixel. You can add static UTM parameters to landing page URLs and track results in your own analytics.
Pricing model, minimums and the reported price cuts
ChatGPT Ads has three campaign objectives. OpenAI’s campaign setup guide describes them this way:
| Objective | You pay for | Notes |
|---|---|---|
| Views | Every 1,000 impressions (CPM) | Set a maximum CPM bid |
| Clicks | Each valid click (CPC) | OpenAI suggests a $3 to $5 starting maximum bid |
| Conversions | Impressions or valid clicks, your choice | No recommended bid yet; you never pay per conversion |
Ads are chosen through what OpenAI calls a "relevance-weighted, second-price auction." The objective cannot be changed after you create a campaign.
The minimum daily budget is $25 in US dollars, with set amounts for 23 other currencies. Daily budgets work as a seven-day average. One day can reach twice the daily amount, and a week cannot exceed seven times it.
The ChatGPT Ads site currently offers new advertisers a $500 credit when they spend $500. Check the terms before you count on it.
On price cuts, OpenAI has published no new rate card. In mid-October, The Information reported that OpenAI cut its ad prices and hired from Meta’s ad team to win small and midsize advertisers. The full report is paywalled, and we could not confirm the size of any cut. Watch your own CPM and CPC in Ads Manager instead.
What users control in ChatGPT ad settings
Users manage ads under Settings, then Ad Controls. The Ads in ChatGPT article lists these controls:
| Control | What it does |
|---|---|
| Personalize ads | Turns off signals from other chats, ad history and ad topics |
| Past chats and memory | Decides whether memory and recent chats inform ad relevance |
| Delete ads data | Clears ad history and topics; removal can take up to 30 days |
| Hide ad | Dismisses one ad from the three-dot menu |
| Report ad | Flags an ad as misleading, unsafe or inappropriate, and hides it |
| About this ad | Shows why a specific ad appeared |
Turning off personalization does not turn off ads. With it off, ads still use the current chat and general signals such as location and language. Temporary Chats show no ads.
For ChatGPT ads targeting, this means a custom audience reaches fewer people than it matches. OpenAI’s pages do not say whether turning off personalization removes someone from list targeting. Treat that as an open question.
Who sees ads, and what it means for member lists
Only Free and Go users may see ads. OpenAI says "Plus, Pro, Business, Enterprise, and Edu accounts will not have ads." Accounts identified as under 18 see none.
That matters when you upload a member list. Staff at member companies on ChatGPT Business, and faculty on an Edu plan, will not see your ads. A list of 30,000 members may match well under the 25,000 floor once those people drop out.
Ads also stay away from sensitive topics. OpenAI names personal health, mental health and politics. Political ads are not allowed. We covered what that means for advocacy groups in our post on ChatGPT visual ads.
Self-serve Ads Manager is open in 63 countries, including the US, as of October 2026. OpenAI’s availability page says the legal entity that is billed must be based in a listed country. We covered the buying interface itself in our September post on ChatGPT Ads.
How ChatGPT compares with Google and Microsoft
Google and Microsoft also place ads inside AI answers, but you buy them through campaigns you already run. Google serves ads in AI Overviews from broad match, AI Max and Performance Max campaigns, with no opt-out, as we covered in our post on ads in AI Overviews. Google describes AI Mode ads as a test.
Microsoft opts eligible campaigns into Copilot automatically. Its ads in Copilot page says advertisers cannot opt out, and that Copilot considers "the context of the entire conversation, not only the last prompt."
ChatGPT is a separate buy. It has its own account, budget, audience lists and conversion setup.
A starting checklist for nonprofit and association teams
Work through these steps before you set up ChatGPT ads targeting for a client or your own organization.
- Count your list. If you will not match 25,000 people, plan on context hints and location, and use the list only for exclusions.
- Format it right. Lowercase emails, phone numbers with country codes, or SHA-256 hashes of the normalized values.
- Write context hints around the questions your audience asks, such as exam prep or renewal deadlines.
- Install the Pixel on join, register and donate confirmation pages if you want a Conversions campaign.
- Pick the objective carefully. It cannot be changed later.
- Start with a daily budget at or above the $25 minimum, and add UTM tags.
- Read the ad policies before planning issue or advocacy messages.
Frequently Asked Questions
Can I target ChatGPT ads with my email list?
Yes. Upload emails, phone numbers, SHA-256 hashes of either, or Google Advertising IDs as a custom audience. To target the list, at least 25,000 users must match. Smaller lists work only for exclusions.
What is the minimum audience size for ChatGPT ads targeting?
25,000 matched users for inclusion or bid adjustments. OpenAI recommends 100,000. Exclusion audiences have no minimum.
Does ChatGPT ads targeting include age, gender or interests?
Not in OpenAI’s documentation as of October 19, 2026. The documented options are conversation context, context hints, location, platform and custom audiences.
What are context hints?
Descriptions of the conversations, topics or keywords where your offer is relevant, set per ad group, up to 2,000. OpenAI says they are not exact-match keywords and do not guarantee delivery.
How do I pay for ChatGPT ads?
By 1,000 impressions or by valid click. Conversions campaigns optimize toward one event, but you still pay for impressions or clicks, not conversions. The US minimum daily budget is $25.
Did OpenAI lower its ad prices?
The Information reported in mid-October 2026 that OpenAI cut ad prices to court small and midsize advertisers. OpenAI has not published new rates, and we could not confirm the size of the cut.
Do I need the OpenAI Pixel?
Only for Conversions campaigns, which need the Pixel, the Conversions API or both. Views and Clicks campaigns can run without it.
Can users turn off ChatGPT ads?
Free and Go users cannot turn ads off, but they can turn off personalization, delete ads data, hide or report ads, and see why an ad appeared. Paid plans and Temporary Chats show no ads.
Do advertisers see what users type into ChatGPT?
OpenAI says it does not share conversations with advertisers. Advertisers get aggregated performance data such as views and clicks.
